What U-Value Targets Mean in Practice

Current Part L Building Regulations require a flat roof U-value of 0.18 W/m²K for new build and significant renovation. For context: an uninsulated concrete deck flat roof from the 1990s might have a U-value of 3.5–5.0 W/m²K — losing 20–30 times more heat than a well-insulated equivalent. The difference is visible in heating bills and condensation behaviour.

Most 1990s–2000s Pewsham and Chippenham estate extensions were built with 50–75mm of insulation to then-current Building Regulations, producing U-values around 0.35–0.45 W/m²K. When these flat roofs are replaced in GRP, adding insulation to meet current targets is straightforward — and the opportunity doesn't come again cheaply for another 25–40 years.

Upgrading Insulation During GRP Replacement

When we replace a flat roof in GRP, the existing membrane is stripped and the deck exposed. This is the optimal point to assess and upgrade insulation — the deck is accessible, the build-up can be adjusted before the new membrane is applied, and the cost of adding insulation at this stage is modest compared to the improvement in thermal performance.

A standard upgrade from 75mm PIR to 120mm PIR on a 20m² Pewsham extension adds approximately £300–£500 to the GRP replacement cost and brings the roof to current Building Regulations standard. Condensation Risk in Flat Roof Constructions

Condensation within flat roof constructions is more serious than in pitched roofs because there is no ventilated void to carry moisture away. In a warm deck flat roof, if moisture reaches the insulation layer through inadequate vapour control, it accumulates and degrades both insulation performance and deck structure. A vapour control layer (VCL) immediately below the insulation is the critical element that prevents this. Many 1990s–2000s Chippenham extensions were built without a correctly specified VCL, or with one that has since been punctured. We assess VCL condition on every flat roof survey.

Signs of condensation damage in an existing flat roof: damp or discoloured plasterboard on the ceiling below; soft or springy feel to the deck when walked on indicating saturated deck boards; blistering of the membrane surface caused by trapped moisture vapour. Where these signs are present, we investigate VCL and deck condition before specifying any replacement system.

The Insulation Upgrade Decision

When a felt flat roof is replaced with GRP, the deck is exposed and accessible — the correct moment to assess and upgrade insulation. The additional cost of increasing PIR insulation depth from 75mm to 120mm at this point is modest (typically £300–£500 on a standard 20m² extension) compared to doing it as a separate exercise. We quote insulation upgrade as an option alongside the base GRP replacement on every flat roof survey where existing insulation is below current Part L standards.

Current Building Regulations (Part L) require a flat roof U-value of 0.18 W/m²K for new build and substantial renovation. Many existing flat roofs in Chippenham and Wiltshire were built to older standards and don't meet this — upgrading insulation during a flat roof replacement is worthwhile.

PIR (polyisocyanurate) board is the most common — high thermal performance in a thin profile. EPS (expanded polystyrene) is cheaper but lower performance per mm. Mineral wool can be used where fire performance is a priority.

GRP is applied to the structural deck, which sits above the insulation. The insulation strategy (warm deck, cold deck or inverted) determines the deck build-up but doesn't affect GRP application as long as the deck surface is correct.

An inverted roof places insulation above the waterproofing membrane rather than below it. This protects the membrane from thermal stress and UV and can extend its life. Common on commercial roofs; less common on domestic extensions but increasingly used.

Not compulsorily on a like-for-like replacement. But if the existing insulation is inadequate — as it often is on 1990s–2000s Chippenham extensions — upgrading during the re-roof is the most cost-effective opportunity to improve thermal performance.

PIR insulation to achieve 0.18 W/m²K typically requires 100–120mm depending on the deck construction. This adds to the overall flat roof build-up height and may affect drainage details at the edges.

Inverted roof insulation boards can be laid over an existing waterproofing membrane in some cases. This is a specialist application — we advise during the survey on whether the existing membrane condition makes this appropriate or whether full replacement is the better route.
